Authority of the Council - We will become a Council that does its utmost to establish Geumcheon-gu filled with hope in the future.

  • Voting right - Enactment, commencement and bolition of ordinance, deliberation and confirmation of budget, and approval of settlement of account - Imposition and collection of charges for usage, fees, shared expenses, regional taxes and subscription fees with the exclusion of those stipulated by the law - Establishment and operation of funds - Acquisition and disposition of material asset stipulated by the Presidential order - Installation and disposition of public facilities stipulated by the residential order - Waiver of obligatory burden or rights other than the budget stipulated in law and rdinances - Acceptance and processing of petition - Issues related to exchange cooperation with regional autonomous organizations in overseas country - Issues that belongs to the authority given under other laws and egulations
  • Right to audit administrative affairs - Carry out audit through resolution of the Council on issues including scope, schedule and method of audit - When necessary, demand site verification, submission of documents, testimony and declaration of opinion through attendance by the Mayor or relevant civil servants of the Municipality - Audit on administrative affairs will be carried out once a year and completed within the period of 7 days for affairs of regional autonomous government (Geumcheon-gu will carry out the audit during the 1st regularly scheduled session)
  • Right to investigate administrative affairs - Investigate specific issue among the municipal affairs with motion by more than 1/3 of registered council members and resolution of plenary session - When necessary, demand site verification, submission of documents, testimony and declaration of opinion through attendance by the Mayor or relevant civil servants of the Municipality - Execute administrative monitoring function by instructing the Mayor of the Municipality for rectification or processing if deemed necessary from the outcome of investigation
  • Right to process petitions - Resident: Submission of petition through introduction of Council member - Council : Reception of petition -> Deliberation by the Council -> Selection for plenary session - If needed, demand processing by the Mayor of the Municipality - The mayor will report the outcome of the processing
  • Autonomous authority - Autonomous authority on deliberations and internal issues within the limit of non-infringement of constitutional law and general law - Authority to determine assembly and adjournment of the meeting, and terms of the session - Authority on guarding the Council, maintenance of orderliness at the meeting, and internal operation of the Council
