Role of the Council

The Council is the policy maker
regional representative / conflict arbitrator / administrative monitor of the region that represents the residents.
  • The Council has the authority for enactment, amendment and abolition of ordinances, deliberation and confirmation of budget, and approval of settlement of accounts; and
  • The Council carries out auditing and examination on administrative works of the executive division, and receives and processes petitions and appeals submitted by the residents; and
  • The Council has the autonomic authority on deliberation operation including authority to enact regulations, opening and closing of meetings, and decision-making on terms of the session, as well as autonomic authority on internal operation including non-confidence on chairman and vice-chairman, maintenance of orderliness, and disciplinary measures for council members in operation of the organization.
